Decision No. 26/2020/QĐ-UBND dated October 2, 2020 of the People’s Committee of Hai Phong City promulgates the Regulations on the management of tourism activities in the bays of the Cat Ba Archipelago, Cat Hai District, Hai Phong City, in which Article 6 stipulates:

“Article 6. Prohibited acts

  1. Acts prohibited under Article 9 of the Law on Tourism.
  2. Misrepresenting or distorting Vietnamese cultural and historical values. Taking photos or recording videos in military or national defense zones.
  3. Anchoring boats in coral reef conservation areas.
  4. Advertising, trading, buying, selling, or processing food made from forest or marine species prohibited from hunting; hunting, capturing, killing, transporting, trading, exploiting, or consuming parts, derivatives, or products from endemic, endangered, and rare species listed in the Red Book of Vietnam and the world. Misleading advertising regarding the quality, classification, or type of inland waterway transport means, overnight cruise ships, and other tourism services in the bays of the Cat Ba Archipelago.
  5. Organizing tourism services during storms, abnormal weather (except for some indoor services unaffected by weather), or under conditions not permitted by competent authorities.
  6. Other prohibited acts as prescribed by relevant laws.”

Articles 4 to 23 of this Regulation provide specific provisions on tourism business activities, environmental protection, management of tourism services using inland waterway vehicles, food and beverage services, shopping, sports, entertainment, and other related services in the bays of the Cat Ba Archipelago. It can be seen that this Regulation provides strict guidelines for activities that may impact the bays of the Cat Ba Archipelago, thereby facilitating better monitoring and protection of the heritage values by organizations, individuals, and local communities.
