Pursuant to Plan No. 04-KH/ĐTN dated August 15, 2025, issued by the Standing Committee of the Cat Hai District Youth Union regarding the organization of Youth Union congresses at all levels leading up to the 1st Delegates’ Congress of the Ho Chi Minh Communist Youth Union of Cat Hai District for the 2025–2030 term.
On September 10, 2025, under the guidance of the Standing Committee of the Cat Hai District Youth Union, the Ho Chi Minh Communist Youth Union of Cat Ba National Park formally convened its 17th Congress for the 2025–2030 term.

Attending the Congress, on behalf of the District Youth Union, was Comrade To Trung Dung – Deputy Secretary of the Cat Hai District Youth Union. Representing Cat Ba National Park were Comrade Nguyen Van Thiu – Secretary of the Party Committee and Director of Cat Ba National Park, and Comrade Pham Van Phuc – Deputy Secretary of the Party Committee and Deputy Director of Cat Ba National Park. Also in attendance were the Secretaries and Deputy Secretaries of the Park’s subordinate Party branches; Heads and Deputy Heads of professional departments; representatives from the Trade Union and the Veterans’ Association; delegates from the Standing Committee of the Cat Hai District Youth Union; and Secretaries of Youth Union branches within the administrative and public service sector; along with the full attendance of all 27 Youth Union members of Cat Ba National Park.

During the Congress, delegates conducted a comprehensive evaluation of Youth Union activities and youth movements for the 2022–2027 term, and performed a profound review of the leadership and guidance roles of the Executive Board. Discussions and contributions were made in a spirit of democracy and responsibility. The Congress identified both achievements and constraints, drew valuable lessons, and established specific orientations and tasks for the subsequent development phase.
For the new 2025–2030 term, the Congress established orientations, objectives, and tasks to continue excelling in biodiversity resource conservation at Cat Ba National Park. Key priorities include the integration of information technology into the implementation of both professional duties and Youth Union activities. Furthermore, the Congress aims to leverage the role of the Youth Union in Party-building efforts and the development of new Party members.

Speaking at the Congress, Comrade Nguyen Van Thiu – Secretary of the Party Committee and Director of Cat Ba National Park – highly commended the Youth Union’s performance during the 2022–2027 term. He noted that the Youth Union had achieved numerous accolades and remarkable outcomes, reflecting the vanguard spirit, creativity, and responsibility of the younger generation. These movements and activities were closely aligned with the organization’s political and professional duties, making significant contributions to nature conservation, ecotourism development, and the sustainable brand-building of Cat Ba National Park.
In the upcoming term, I expect the Cat Ba National Park Youth Union to continue upholding its vanguard and pioneering spirit, excelling in political and ideological education, fostering revolutionary ideals, and raising awareness among all members and youth. Concurrently, the Union must promote scientific research, drive digital transformation, and integrate advanced technology into the Park’s management, conservation, and sustainable development activities. In particular, the Youth Union should proactively develop and implement distinctive ‘Youth Projects’ that leave a unique mark, closely aligned with nature conservation and sustainable ecotourism. Furthermore, emphasis must be placed on nurturing, identifying, and recommending outstanding individuals for Party membership. This is not only a regular task but also a vital political responsibility of the Union, contributing to a high-quality talent pool for the building and strengthening of an increasingly robust Cat Ba National Park Party Committee.

On behalf of the Standing Committee of the Cat Hai District Youth Union, the committee recognized and highly commended the outstanding achievements attained by the Cat Ba National Park Youth Union over the previous term. Youth movements remained closely aligned with the organization’s political mandate, making substantive contributions to nature conservation and the sustainable development of the unit.
Furthermore, I urge the Park’s Youth Union to seriously review its performance and learn from past experiences to effectively address the identified shortcomings and limitations. Concurrently, the Union must continue to innovate its content and operational modalities, while leveraging the vanguard and creative role of the youth to even more successfully fulfill all mandates in the upcoming term.

As a result of the Congress, Comrade Nguyen Dinh Duc was elected with high confidence as the Secretary of the Cat Ba National Park Youth Union for the 17th term (2025–2030). This outcome reflects the trust and high expectations of all union members and youth in the leadership and direction for the upcoming period.
